- Candidate must be an Indian citizen
- Be a citizen of Nepal or Bhutan or
- Any Tibetan refugee who came to India before January 1, 1962 with the intention of permanent settlement.
- A person of Indian origin is a person who has come to India from Burma, Pakistan, Vietnam, Sri Lanka or East African countries such as Zaire, Kenya, Tanzania, Uganda, Zambia, Ethiopia and Malawi with the intention of permanently residing in India.
